That will happen when you start Windows with Exchange installed, and the exchange services not start that is because Exchange Microsoft Exchange Information Store will not start then all services that depend on Information Store service will not be able to start.
The cause of this that the Services string type value located in the following registry key is missing or inaccessible “HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Setup”
So you should first check if the required registry key is exist or not as following:
”
Value name: Services
Value type: String
Value: Path to Exchange installation root
”
If the registry key exists with the correct value so you should check the permission of the exchange service account on the registry key located on path “HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Setup”
