Exchange 2016 – CU9 installation Error 0x80070643
One of issues that you may face while you are installing Exchange 2016 cumulative update 9 (KB4055222) that can be downloaded from the following link:
https://www.microsoft.com/en-us/download/details.aspx?id=56718
The update can be fail on installation of security update which make all Exchange services to be disabled and there is no way (GUI, reboot, PowerShell) to start the services again
And if you tried uninstalling of the security update don´t works (uninstall or deleting Windows\SoftwareDistribution)
To solve this issue you should first download the security update “KB4092041” manually from the following link:
https://www.microsoft.com/en-us/download/details.aspx?id=56919
Then create a file “profile.ps1” in “C:\Windows\System32\WindowsPowerShell\v1.0” containing the following command:
“New-Alias Stop-SetupService Stop-Service”
This simply creates an alias that makes Windows think there’s a valid “Stop-SetupService” cmdlet
After that manually Run KB4092041 which will take several hours after that you should reboot the servers and check the services which should be started again successfully.
